* Added a feature to state income tax allowing users to select an option to add a fixed withholding amount to the calculated withholdings
* Fixed a bug where administrative users could not close an accounting period if other users were currently in the accounting period the administrator was trying to close
* Added a new field to the Jobs form, "Engineer"
